Time and Place: the study will be conducted in the City of Minneapolis for five consecutive days from 15th -19th March between 6 pm and 7pm. Data analysis will then be conducted over the next two days, and based on the results; the researcher will consult experts from relevant programs in the city and conduct document reviews to obtain suitable policy recommendations before drafting the final report. The study is expected to be completed by the end of April.

Minneapolis was selected not only because it has a considerably large homeless population, but also because it is the researcher's childhood city, meaning that the researcher is likely to encounter fewer challenges. The researcher had an opportunity to work with 'People Serving People', one of the biggest homeless children organizations in the city, for a period of six months in 2012. He sought the organization's assistance for the proposed study, and the director agreed to give three of their volunteers to aid in data collection. The three have significant experience with the Minnesota streets, and the researcher reckons that their experience and popularity among homeless children in the city will be crucial in aiding the study meet its objectives. No form of compensation will be given to the data collection assistants; the program director made it clear that this would be taken as part of their conventional duties.

Data Collection Instrument: the questionnaire will employ an odd-numbered Likert approach. Participants will be required to indicate their degree of agreement or disagreement with a series of questions with scales ranging from 1'very small extent' to 5 'very large extent'. y to make the responses more objective and reduce the possibility of coerced responses. Questions will include; to what extent is HIV / AIDS a health concern for you? To what extent is TB a health concern for you? And so on.

Data Analysis: data will be analyzed using SPSS software package. One-tailed ANOVA tests will be conducted to assess whether there are statistical differences between the healthcare needs of homeless youths and those of homeless adults. The ANOVA results will show i) the group mean (the individual mean for both groups - homeless youth and homeless adults ii) the overall mean (the combined mean for the two groups iii) the within-group variation (the degree by which individual scores differ from the group mean; iv) the between-group mean (the degree by which individual group means deviate from the overall; and v) the F-value (the ration between iii and iv). If the F-value is found to be significant, a post-hoc t-test will be conducted to determine exactly where the differences in health needs between the two groups lie.

Significance of the Study

The proposed study will form a valuable basis for policy makers in the city of Minneapolis. It will provide crucial information on not only why existing interventions have been ineffective in improving access to healthcare, but also how future programs ought to be structured to bring about the desired outcomes. If we are to improve the health situation of homeless youth, we will first need to identify what their specific needs are; and unless this needs-assessment is conducted effectively, our programs and policies are not likely to realize any tangible outcomes.

Conclusion

The number of homeless youth in the U.S. has been on the rise over the last few years. According to the HHS, around 1.6 million youths fall homeless as runaway, throwaway, and street youth every year. As the number rises, the issue of healthcare inaccessibility becomes more prominent. Numerous programs have been implemented at both the state and the federal level to make healthcare more accessible to homeless youth. Most of these programs have, however, been ineffective as they have been structured around an umbrella approach that assumes similarity between the healthcare needs of homeless youths and those of homeless adults. The proposed study seeks to assess the differences between the healthcare needs of the two groups.
