A study of European peace conferences like Westphalia and the congress of Vienna reveals patterns and trends that can illuminate current international relations and foreign policy concerns. What is in the 21st century a European community had its roots at the congress of Vienna. By the end of the Napoleonic wars, it became clear that neighboring powers should ideally pool their interests and resources in order to create mutually beneficial solutions. The First and Second World Wars proved, however, that the congress of Vienna failed to instill the values of peace that a more robust treaty could have provided. In the aftermath of World War Two, it certainly seems some deeper moral lessons have been learned, and that future treaties will be more meaningful.
Holsi's (1991) analysis is astute, realistic, and pessimistic. However, it is clear that the current European community does boast a degree of stability that had been lacking in centuries prior. What European powers face now are the collective threats from the global community. If Westphalia had acknowledged the role that the Ottoman Empire would play, and had Vienna recognized the dangers posed by a hungry Russia, some of the problems that played themselves out in the 20th and 21st centuries might have been avoided.
