[EXCERPT] . . . .

(Cato Institute, 2009, paraphrased) Stated as the reason for success in national health care systems in countries such as the Netherlands, Switzerland and France is "the degree that they incorporate market mechanisms such as competition, cost-consciousness, market prices, and consumer choice." (Cato Institute, 2009, p.1)

Summary and Conclusion

Universal access to health care is an ideology that no one can argue against because in its perfect form universal access to health care would ensure equal access to health care services for all members of the public regardless of the limitations due to income, insurance and other factors that either bar or assist health care access. Countries such as Switzerland, France and the Netherlands have however, developed what appears to be a formula for success for ensuring universal access to health care services. Required in this formula for universal health care access is maintenance of competition in the market, a focus on the costs of health care, prices on the market and finally and very importantly, that of consumer choice. This all means that prices for health care must come under competition rather than being controlled by rigid rules for billing and consumer choices should be that which drives the market and ensure successful business, or alternatively, lack of business success for the nation's health care providers and health care institutions.

Ethical Issues in Global Health

A) I agree with the World Healthcare Organization that healthcare is a fundamental right and as such universal health care should be implemented allowing virtually all of the population in the United States (US) to have access to healthcare. The rationale for this is that in this manner, patients wouldn’t be denied coverage and more yearly physician visits means that a person who doesn’t want to go see a doctor about right leg pain and warmth because he already used up his yearly physical or simply because he has no insurance can prevent more costly and complicated procedures in the future and more importantly save the man’s life from a possible pulmonary embolism. Japan is a country that practices universal health care and as a result their populations as a whole have higher life expectancies than their counterparts in the US (World Health Organization, 2013).

B) I believe every country should use their own resources to alleviate their nursing shortage. Developed countries should provide more incentives for their own people to study nursing such as paying for their education and facilitate new nurses in obtaining jobs. In India alone, “2.4 million nurses will be needed by 2012 to provide a nurse patient ratio of one nurse per 500 patients” (Senior, 2010). If this is the case, why should more developed countries take away nurses that are critically needed in these less developed countries? My opinion is that once developed countries have resolved their nursing shortage, they can then use their resources to aid developing countries in educating new nurses or funding money to nursing programs so that the people that want to become a nurse but can’t afford it are able to do so. Also, developed countries can provide an incentive to send nursing educators to developing countries to help with their nurse educator shortage.
