Chamberlain calls Khrushchev's speech "eloquent" but is critical of the "selective" nature of Khrushchev's condemnations. For example, Chamberlain states that Khrushchev "said nothing about those acts of mass cruelty which might be regarded as enhancing the power and interests of the Soviet state," such as the execution of the kulaks or the "man-made famine" of the early 1930s, or the deportations (3).

Aside from these criticisms, which are more towards the motive of Khrushchev's speech rather than towards the content and delivery, the Secret Speech is coherent as point follows point in a logical and fluid way. Khrushchev never relies upon bombastic pronouncements or on emotional rhetoric. His words are carefully chosen in order to point out Stalin's wrongs and how those wrongs might begin to be redressed by the Soviets of that day. It concludes as a problem-solution speech should, with the necessary steps that should be implemented as correctives to dealing a decisive blow to the Stalin personality cult -- namely the freeing of the presses to publish material to which the cult might otherwise object and the awarding of the Lenin Prize, which was once customary.
