Public Policy: Child Health Care Relief

The Child Health Care Relief Act (HR-1106) was interposed by the U.S. House of Representatives on March 3, 2005 by Representatives Patrick Kennedy (D-RI) and IIeana Ros-Lehtinen (R-FL) and in the U.S. Senator (S.537) by Senator Jeff Bingaman (D-NM) on March 7, 2005. The Child Health Care Relief has 59 extra cosponsors and U.S. Senate has 15 cosponsors. The Legislation gives motives to increase the number of well-equipped health care professionals giving mental health services to children and adolescence. The help for the children and adolescence will be provided by the loan forgiveness programs, scholarships and clinical concedes. Along with this, Child and Adolescent Mental Health Program Development scholarships will be given to institutions of higher education.

There was a critical event which occurred. Taking into consideration the College Access and Opportunity Act (HR-609), Representative Kennedy, using his memorandum as a basis, proposed the version of HR-1106 as a correction. By 380 to 38 votes, the U.S. House of Representatives accepted the Kennedy-Ros Lehtinen amendment. The amendment will lend forgiveness under the Loan Forgiveness for Service in Areas of National Need program to child and adolescent mental health professionals, in the goal to persuade individuals to seek jobs in that area. While the amendment is important it is not confirmed whether the preparation will become law nor is it can take place of HR-1106.

2007- Amends to Public Service Act to justify the Secretary of Health and Human Services, acting through the Administrator of Health Resources and Services Administration (HRSA), to set programs related to mental health services for children and adolescents. This included many points. But some of the most important points are as follows: (1) coming into agreements with qualified individuals to pay loans in exchange for giving mental health services to children and adolescents, (2) providing scholarships to students who accept to work as child and adolescent mental health service professionals after they graduate or get their residency,(3) providing vouchsafe to higher education institute to grant internships, (4) presenting awards to state-licensed mental health programs to pay for the programs of child and adolescent mental health workers, (5) providing awards to higher education institutes to increase child and adolescent mental health programs.

This issue is given attention from time to time. The date which the issue was given attention to the latest is May 15, 2007. It was referred to House subcommittee and to the Subcommittee on Health. This issue is prolonged over time.

Development of the Alternatives and Policy formation involved were Senator Jeff Bingaman (D-NM), Representative Patrick Kennedy (RI-1) and Ileana Ros-Lehtinen (FL-18). No special groups were involved in the development of the alternatives.

Some proposed bills were introduced in congress. Senator Jeff Bingaman (D-NM) introduced S.1572, the Child Health Care Crisis Relief Act of 2007, in order to establish forgiveness of college grants of advisers working in underserved areas. The Senator involved himself with Representative Patrick Kennedy (Rl-1) and Ileana Ros-Lehtinen (FL-18) who introduced similar legislation in the House or Representatives last May.
