HIV / AIDS is a communal problem that needs effective consideration in order to facilitate healthy existence across the globe. HIV / AIDS affects social, psychological, and economic aspect of the society thus limiting the essence of development in most societies. In the continent of Africa, HIV / AIDS remains a problem in most of the countries as it continues to result in many deaths and psychological torture. This is because the epidemic infects and affects individuals within the society. This is because individuals suffer after contacting the disease thus leaving their relatives behind suffering from the trauma and psychological torture. The disease affects the economy of the African continent by reducing the size of the workforce and draining the scarce resources in the process of managing the disease. The problem of HIV / AIDS is a problem to most aspects of the society thus the need to adopt and implement an effective and efficient approach or program to wards its elimination or management within the affected areas.

Problem Statement

South African is one of the countries experiencing negative impacts of HIV / AIDS in relation to the social, economic, and psychological aspects of the society. South Africa as the name suggests is located in the southern parts of the African Continent. This is an alarming notion that requires effective and efficient approach to minimize in order to enhance the economic and sociological development. The situation in South Africa needs critical attention in order to promote under control and promote the essence of quality living within the region. This implementation plan aims at eliminating or reducing the course of HIV / AIDS in South Africa thus quality health that transforms to rapid growth and development.

Literature Review

Researches indicate that the first case of HIV and AIDS was detected and report in 1982 with reference to the context of African continent (Patterson p. 19). African is adverse hit by the essence of HIV and AIDS to the extent that about two thirds of the population of the world suffering from HIV and AIDS emanate from the continent. About 30% of the population of South Africa lives with HIV and AIDS (Karim p. 144). This number is massive in comparison to any other nation across the globe. In relation to research in South African in 2009, about 5,600,000 individuals were living with HIV and AIDS (Karim p. 144). This reflects the highest number in any country across the globe. In the same research, it is crucial to note that about 300,000 individuals in South Africa died of the same disease. This was the greatest number of individuals any nation has lost to the course of the disease in the last three decades. This reflects on the overwhelming condition of HIV and AIDS in the context of South Africa (Ellison et al. p. 177).

HIV and AIDS prevalence is about 17.8% in relation to individuals aged between 15-49 years (Karim p. 146). The younger adults suffer more from the effects of the disease in accordance with the prevalence of the disease within the region. The prevalence of the disease within South Africa varies in relation to provinces. The most affected provinces in the region include Mpumalanga and KwaZulu-Natal that stand at 15.4 and 15.8% respectively. This situation needs substantial consideration from all stakeholders concerned towards minimization and its elimination thus reducing the influence of the disease on the economic, social, and psychological developments. The role of this implementation plan is to oversee minimization of the prevalence level, number of fresh cases of HIV and AIDS, and quality healthcare in relation to the individuals suffering the disease.

Implementation Plan towards Minimization of HIV and AIDS in South Africa

Scope

The focus of this implementation plan to help reduce the essence of HIV and AIDS in South Africa thus promotion of quality living within the region. This is through application of vital concepts towards the minimization of the disease and its influences within the society. HIV and AIDS condition require critical management to help drive the economy forward thus the ability of the nation to increase its productivity levels. This is because a healthy nation is a developed entity. The implementation plan will focus on the role of Non-Governmental Organizations and Inter-Governmental organizations in the minimization of HIV and AIDS condition in South Africa. It will also focus on the ability of the citizens or affected people, who are the citizens, in controlling and managing the situation effectively and efficiently within the region. It is ideal to connect all these stakeholders in the fight against HIV and AIDS in South Africa. This is because HIV and AIDS is a communal or global problem and every entity has a role to play in the minimization of the course of the disease. This will also enhance the chances of eliminating the problem from the society thus promotion of quality living.

Objectives

In order to make the implementation plan successful in the process of its execution, it is ideal to develop achievable objectives and goals. These goals and objectives will guide the processes of the implementation plan with the aim of achieving the target goal in relation to reduction of HIV and AIDS and the relevant influences attached to the problem. The HIV and AIDS implementation plan will operate on the following objectives:

To reduce the prevalence of HIV and AIDS with substantial margin towards zero percent

To increase the awareness of the citizens in relation the essence of HIV and AIDS and the crucial effects

To enhance the awareness of the individuals on the effective measures towards avoidance of the HIV and AIDS

To ensure provision of quality healthcare to individuals with HIV and AIDS to prolong their existence

To enhance the knowledge of the society with the aim of minimizing stigma that might arise because of HIV and AIDS in the region

To increase the number of Voluntary Counseling and Testing centers with the aim of diagnosing the disease at its early stages of development

To initiate effective balance among the society, government, and non-governmental organizations towards minimization of the problem facing South Africa

To oversee eventual reduction or elimination of HIV and AIDS in the long run with the aim of promoting development programs in the poverty stricken areas

To increase the quantity of the ARV drugs to help reduce effects on the HIV and AIDS within South Africa

Role of the Non-Governmental Organizations and Intergovernmental Organizations in Execution of the Implementation Plan

Non-Governmental Organizations (NGOs) refers to diverse entities that operate outside the government context with the aim of championing the rights of the poor and provision of relative courses within the society. According to the definition of the NGOs by the World Bank, it refers to private organizations that contribute towards promotion of the interests of the people, protection of the government, and enhancement of community development. The essence of HIV / AIDS is a problem affecting the poor or community at large thus calls for the action of the NGOs to promote the essence of its elimination or minimization. This indicates that the NGOs have a great role to play in the execution of this implementation plan towards the minimization of the course of HIV and AIDS in South Africa. IGOs also have a great role to play in relation to the elimination of HIV and AIDS in South Africa. IGOs and NGOs such as the World Bank, UN Agencies, WHO, and other relevant organizations within the region will play the following roles to ensure success of the plan in the context of South Africa:

Work in collaboration with the government to avail funds for the execution and implementation of the plan towards the achievement of the goals and objectives

To initiate programs that seek to enhance the awareness of the individuals within the society in relation to HIV and AIDS

To conduct campaigns aiming to reduce HIV and AIDS through the effective information on how to stay health or mange the situation of the disease

To initiate voluntary counseling and testing centers and programs to facilitate the spread of information about effective approaches in handling the situation of HIV and AIDS

To enhance the size of human capital or human resources to promote execution of the implementation plan within the context of South Africa

Steps

Step #1: select, research and discuss a common public sector project for example: providing a sustainable source of potable water, a program to prevent the spread of HIV/AIDS, micro investment, improving food safety, access to primary education, resettlement of refugees etc. countries.

Step #2: select a real country or region for example: West Africa, Middle East, Cambodia etc. for which the project would be appropriate and explains why the need exists.
