Prior to this time, TV and radio broadcasting, fixed phones and amateur radio have often been used for disaster relief systems. But some new disaster relief systems that make use of digital and mobile signage have been launched. But these new disaster relief systems still lack quality calls needed during disasters. These systems should be developed further to strengthen the emergency calling features. Apart from this, in several nations, emergency networks through voice communication use emergency call communicator. People who have either speaking or hearing disabilities cannot give adequate description of an emergency condition to an emergency call communicator directly. Additionally, no auto translation software is available during emergencies and accessing the right of using services to enable foreigners understand the severity of the incident as fast as the citizens do. One chief factor that prevents the use of communication tools is power failure. This is also responsible for the interruption of services experienced during disaster times. Therefore, telecommunication services may also be affected by a biological disaster by increasing the unavailability of network operators. This can also lead to the outbreak of epidemics, such as influenza, SARS, cholera, as well as pest infestations (ITU, 2014).

The avionics of any multi-engine aircraft comes with multiple requirements. These include a mobile cellular phone switching system or an independent robot at the time of recovery and relief.

It is somewhat difficult to comprehend the raw functionality of such a system alone, without adding the nonfunctional requirements, such as survivability, usability, and adaptability. These potentially contradictory, unrestrained, outer requirements form the arbitrary complexity. The impedance mismatch often gives birth to this outer complexity. The development team can sometimes capture the requirements at one extreme as voluminous text, accompanied by a full drawing, occasionally. This can work well for exploratory development, but it is utterly impossible to handle a process of development against all invisible requirements. Owing to the fact that a massive software system is a principal investment, not every region will be able to afford to scrap its existing system, whenever there are changes in its requirements. Whether planned or not, over time, large systems experience continuous evolution. To put it in a more precise way, when we correct errors, it is maintenance; when we respond to changing requirements, it is evolution; when we adopt an unusual technique to continue using an eroding and old technology, it is preservation. Unfortunately, experience proves that an excessive percentage of resources used for developing technology go into technology preservation (Booch, 2003).
