A reason to NOT do this is that nurses are the backbone of care and cannot be separated from the cost equation nor the measurement of quality of care vs. The overall cost, thus parsing out the nurse cost separately may be informative but to suggest it can be removed from the cost/reimbursement calculus is silly. Similarly, it's a bad idea because nurses do things that doctors are either overqualified to do or do not have time to do and that is the role that nurses and similar professionals fill.

In short, one should figure out what is driving up the costs of healthcare first before setting arbitrary limits on what can be paid back to a firm by Medicare or some other government agency after a treatment. To suggest that it's just hospitals and such overcharging may be accurate in some case but it's simplistic to paint with such a broad brush. For example, people not being insured and skipping out on their bill, people choosing not to insure for foolish reasons other than affordability or how the Affordable Care Act does (or does not) combat the above are the better questions to ask at this point before any careless cuts or hindrances are placed on hospitals or doctor's offices because this can lead to less people going into the medical field including both doctors and nurses since Medicare/Medicaid is seen as a net loss to many providers and they are not bound by law to take such patients (Potempa, 2013)(Beck, 2013).
