Thus, a well-planned strategy is needed. Colonel Cullen gave a very vague description of this strategy in his interview. ERI (European Reassurance Initiative -- an Obama- administration initiative for European investments) funds will be utilized. The money has been employed in the repositioning of the Fairford and Welford air force sites, which have reduced to their current states over time, from initially being larger organizations. Fairford is lone, longest and best runway in Europe for forward bomber operations, particularly B-52's. This is the reason for its careful maintenance. But with increased fund allocation here, a close correlation with Fairford's backward movement may be expected. Without the Welford base, maintaining the one at Fairford is pointless, since the latter is the munitions base of the bomber. Hence, a similar investment is needed at Welford. The above two sites, the new Croughton site, technical control, HF (high frequency) radio, and satellite communications (SATCOM), and lastly, provision of the latter to the three Areas of Responsibility will make up a strong strategy for tackling the issue with Russia.

Careful Implantation of that Strategy

Effective strategy implementation necessitates leadership and communication. As such, Colonel Cullen emphasizes their significance. Inadequate empathy and communication, and (usually) leaders, constitute pitfalls of effective strategy implementation. As one goes higher up an organizational hierarchy, it becomes increasingly difficult to view personnel as real people and not just numbers; i.e., empathy decreases. Personal empathy is required in decision-making; it is, in fact, crucial to shaping and implementing appropriate action. For easy development and appropriate implementation of strategies, investment in meaningful relationships at every level is imperative. It is a key positive trait that drives successful organizations. Such meaningful relationships can only be possible when empathy and good communication exists.

What You Learned from This Interview or What You Would Like to Have Known More About (Was The Interviewee Too Vague or Cryptic Given That He Can't Divulge "Classified" Information)

Colonel Cullen was posed the question of what, in his view, should the American Air Force's role be in Central and Western Europe, considering today's operational environment. The context for the question was the rise in the Russian military's provocative actions towards the U.S. Defense Departmental assets, and the 2017 presidential budget proposal that demands a 200% growth in U.S. military's European spending. I actually anticipated a more forthright, rather than ambiguous, reply, especially with regard to the direct and strategic action taken to resolve the Russian issue. But the vagueness is understandable, since the information may be highly sensitive. Colonel Cullen was especially cryptic when describing Fairford and Welford's anti-Russia activities.

Compare and Contrast This Interviewee's (Military) Strategy with That of a Corporate Strategy. Are they the Same, Different or Both?

The above military strategy resembles corporate strategy in a few ways. In the corporate realm, less central units failing to generate sufficient value or profits tend to be reduced to minimal expenses, or are cut off entirely until one can find some use for them. Fairford and Welford's bases are employing this very strategy - continuous cost-cutting till it is determined that they are needed, as is evidenced by the recent re-investment and reemployment efforts.

Similarly, corporate strategies normally consolidate and merge similar units to generate one super unit which carries out the roles of separate units in a more efficient manner. The Croughton site has employed a similar tactic. It is being created for assuming (RAF) Molesworth and (RAF) Alconbury's responsibilities. As has been rightly highlighted, this will lead to economical competitive advantage. Croughton will take on Molesworth's and Alconbury's intelligence missions, and the two bases will be closed down. These installations are located close to one another, and together with the Upwood station, make up the "Tri-Base Area," sharing several facilities and support units (Boland, 2014). Thus, the perfect business strategy would be to combine their activities.
