There should be considerable efforts to solve the immigration in Arizona by the federal government. This is important for solving current issues, as well as future challenges of immigration. Governor Brewer is a champion for these rights, and she has made it clear that she will not allow compromise of the law. The main reason for enforcement of policies in Arizona is to handle growing anger over increased kidnappings, human and drug trafficking. Therefore, securing the border and enforcing immigrations laws of the federal governments are short- and long-term goals.

Administration of the policy

Highly skilled individuals administer the policy. Governor Brewer has a team of skilled officials who manage the implementation of the policy. The team comprises of experts, directors all of whom support job creation, improved healthcare, freedom agenda, as well as public safety (Wishnie, 2004). These individuals meet on a regular basis with the Governor to develop tactical plans, carrying out Governor's programs and implementing strategic plans. The team consist a board of commission, staff at the Governor's office, agency heads, heads, and teams providing constituent services, as well as interns.

Implementation of Policies, funding and effectiveness

These policies depend on cooperation between various agencies. The effectiveness of enforcing the policy depends on the cooperation between the state federal and local agencies. Immigration efforts concentrate on identifying and arresting serious criminals. Securing of communities relies on integration of databases and jailers to build capacity of domestic deportation. The aim of these policies is to identify criminals and illegal immigrants using modern information sharing. The practical effectiveness of the policy is, however, in question. In the year 2012 president, Obama enacted a new policy aimed at protecting immigrants eligible to relief under the DREAM Act

The policy is funded by the Arizona state. This fund goes to providing services, paying of personnel and provision of air surveillance. The budget to the immigration policy is under the management of the office of the Governor. The finance officer in the office of the Governor of Arizona projects budgets needs for the year and advices on funding. These funds assist in renovating, construction, and compensation of individuals. The policy relates to lawmakers, citizens and law enforces. Lawmakers are responsible for formulating, interpreting, and directing other stakeholders on how to implement those policies. Law enforces represent police officers patrol units and troops (Flynn, 2005). The function of law enforcement officers bears greatest risk and responsibility. There should be interaction between state agencies in the management of borders and crime. Members of the public and aliens profile with reference on databases of the local and federal governments.

Proposed policy: Border Security, Economic Opportunity, and Immigration Modernization Act

House representatives introduced this policy, and it outlines a path for a citizen to gain citizenship. This bill provides a path to citizenship for over 11 million migrants all over states. S.744 of the act provides an opportunity for migrants to gain citizenship status. This will allow them to live, work and study in the United States without fear of deportation. The bill is critical to reforming the immigration system in states within the country. Once the immigrant gains citizenship, the person comes out of the shadows making the person free from work violations, as well contributes to the economy (Flynn, 2005).

The process of gaining citizenship by these migrants may take over 13 years. The process follows payment of fines and legal fees. CLAP concerns are that citizens are excluded from access to better afforded healthcare, nutrition assistance and other safety services. Since the process of acquiring citizenship may take up to 15 years, immigrants will have to wait for long periods to enjoy social services. It is therefore, a concern that these migrants will work while paying taxes but eventually they are not allowed to enjoy social amenities. As the bill was at the senate floor, there were renewed efforts to support low-income immigrants. Taxpayers should have access to services that their taxes support.

Senator Barbara Boxer was critical in filling amendments to remove barriers to economic, safety and health programs. The senator further fought to reduce the period an immigrant takes to be registered. This and other efforts strengthened the bill to support aspiring citizens in states. However, these considerations were not in effect due to directing of funds to supporting border patrols. The "Corker- Hoeven ammendement" provides for doubling of border agents and assignment of excessive resources to enforce border patrols (Kobach, 2007). Despite all the efforts of immigrants to gaining citizenship, lack of sufficient resources and excessive spending on border activities, CLAPS is a step for immigrants to gaining citizenship.

Summary

United States of America is a leading home for immigrants in the world. It has made itself a destination for those in search of a better life. However, the country lacks a system where it can attract qualified immigrants who are beneficial to the economy. The presence of millions of illegal immigrants in the country is a mockery to the rule of law. The continued illegal migration of individuals to the United States of America is a cause of present social fabric in states. Those illegal migrants get into the welfare society rather than the society of opportunity. Citizens, as well as future generations deserve a system, which is all-inclusive. The recent Act, the "Border, Economic Opportunity, and Immigration Modernization Act seem to be the solution for immigration problems. However, critics see that the policy fails to address other issues, and it is very expensive to the taxpayer.

The following are some of the things that the bill is unable to solve: there are over 11 million immigrants in the country a majority of whom crossed the border illegally. Approximately 40% of these immigrants have overstayed in the country after the expiry of their Visas. Nevertheless, the law has a framework to provide amnesty to these people. These mass amnesties however, encourage unlawful immigrations. Immigrants enter the country without fearing arrest since they believe there is provision of amnesty. Proponents of the bill on amnesty argue that the existing labor and immigration laws will minimize illegal immigration. The law further complicates issues when it states that anyone present in the country before or on the 31, December 2011 would qualify for amnesty.

Moreover, a version of the bill the DREAM Act grants amnesty to people who came to the United States of America before they were 16 years of age. To give a chance to amnesty in the country is bad to the current and future generations. The message in propagation by the state in accepting amnesty is that when a mass group of individual violates laws the state will just change those laws to accommodate them than prosecuting. Mass pardon is a violation of the law since it would provide a blanket amnesty. It is also unfair to those who struggled to gain citizenship legally.

Border Security

The American congress promised more border security than before. However, the improved security system did not come into effect. The bill requires the Department of Homeland Security to offer comprehensive security surveillance to the southern border. The strategy includes Southern Fencing Strategy. These requirements are good on paper, but the strategy has been unsuccessful. The procedure has not guaranteed security at the border (Wishnie, 2004). The country needs to do more to secure the border crossings against criminals. The process in which politicians use border security as a tool for creating bills should stop. The government on the other seems not to fund border security operations adequately. This blatant disregard of the situation at border points shows that the government is not committed at protecting the border.

Cost of Immigration challenges

Taxpayers contribute more to the State than they receive benefits from the state. The bill that provides amnesty to immigrants eventually entitles them to more benefits. According to a report by the heritage, current taxpayers will pay study the cost of funding unlawful immigrants is due to rise. These would either result to reduction of benefits or an increase in tax. The bill further threatens the social fabric of the country; this is because costs to the taxpayers were concealed while the funds benefited immigrants. S.744 of the bill gives illegal migrants access to future medical benefits and Social Security. The bill further does not require immigrants to fill tax returns before being legal citizens. In totality, unlawful immigrants will not compensate current taxpayers.

Arguments against Immigration Law Arizona
