10,000 people were driven into temporary shelters, and a new 24-hour rainfall record was recorded in Wilmington. Deaths also occurred in South Carolina, Virginia, Maryland, Pennsylvania, New Jersey, New York, Delaware, Rhode Island, Connecticut, Massachusetts and Vermont (National Weather Service). Hydrologists marked Floyd as a 500-year flood event, meaning that a similar flood would only occur once every 500 years (Herring).The financial impact of Floyd was devastating. Congress approved $2.2 billion in aid during 1999, with the North Carolina state legislature approving $836 million during the same time (National Weather Service). Damage was estimated to be about $6 billion in the U.S. (Herring).
Floyd's enormous size also caused it to have an impact outside of the United States. The Bahamas reported one death, but severe damage on Eleuthera, San Salvador, Cat, and Abaco Islands (National Weather Service).
Hurricane Grace
Formation
Hurricane Grace formed near Bermuda on October 27th, 1991. Like Floyd, grace moved on a course directly headed toward North Carolina. The leading edge of Grace was marked by a cold front that pushed over eastern Canada and towards the southern United States (Cappella).
Unlike Floyd, however, Grace was weak enough that it would have run out of steam before hitting North Carolina. Alone, Grace was a weakening system that posed little threat to the United States Atlantic states (Cappella).
However, Grace appeared at the same time as two other weather systems. The three systems combined into one major storm (Cappella).

As an area of low pressure formed along a cold front about 700 miles to Grace's north, Grace moved north along the front. The combination of the cold, dry air to the northwest and the warmth and humidity from grace quickly intensified the extratropical storm. The storm moved west towards the United States, then south and east to a point midway between Bermuda and New Jersey. Here, a hybrid storm developed that became known as the "perfect storm" as it moved over the Gulf Stream. Winds over 75 km per hour developed, along with an eyelike centre similar to a hurricane. However, the storm was never officially classified as a hurricane (Cappella).
Impact
The storm brought on by the combination of Grace and the two other weather systems brought widespread damage. Flooding and wave damage from the storm occurred from the Canadian Maritimes to Maine and Florida, and along the northern Caribbean islands to Puerto Rico (Cappella).
The widespread devastation and rough seas from the hybrid storm formed from the remnants of Grace became legendary. The storm became known as the "perfect storm," and soon spawned a movie of the same name, starring George Clooney.
Conclusion
In conclusion, hurricanes Grace and Floyd differ significantly in the factors that lead to the dramatic damage caused by both. Floyd was an enormous, powerful hurricane that brought tremendous damage by its sheer size and force, in addition to hitting land that was already damaged by Hurricane Dennis. In contrast, Hurricane Grace along was not terribly large or powerful. It was only when Grace combined with the power of two other storms that a powerful, devastating hybrid storm formed.
