Jeb Bush propose that there should be a deliberative policy to manage Medicaid in order by saving at least 8% of the health care funds. At this rate the government can save to fund more facilities for the future patients.In view of the above what the government of the State needs to address now is the public healthcare public management system that allow the individual health plans through managed care. Individuals should encourage the beneficiaries to invest in the funds so that they will reap the benefits as and when they require it regardless of their age. The current economic status of the country does not encourage savings in banks therefore health care fund or trusts allow the individuals to channel their savings yet be ensured of their health facilities as well. They may choose the kind of health services they need depending on the regularity of the need and future expectations.
The legislature should also address the issue of shortage of health facilities, as there are limited institutions to take care of this need. As there are more and more insurance liability for treatment by doctors consumers are limited in their choice in making any kind of changes in expanding their consumption to new ones. One solution is to install health insurance companies that would cater to the doctors only thereby increase the risk pool as is needed in health insurance and in professional insurance.
However, this should not be limited to the urban areas. Half of the state is rural as well but the requirement for treatments and health facilities require similar attention by legislatures thus the governor should also address the needs of the rural areas. Growth in ur

Thus, given the above analysis the author propose the following immediate steps to address the health care issues in the next 10 years for Florida:
Introduction of managed care
Introduction of elderly health care programs
Public funded savings programs for insurance
Set up insurance companies to increase implementation of professional conducts and doctors insurance liability thereby increasing consumer trusts to disseminate usage of health facilities
Set up of more health care facilities for both urban and rural areas especially in the Broward and Miami areas.

The gov of Florida has just named you the state''s senior strategist and policy planner for health care services for the state. Your first project is to access the needs of fl residents at the present time and then strategically forecast ten years into the future where you feel Florida will need to be to adequately meet the health care needs. To do this job effectively you are going to need to know what is currently happening at the federal, state and local levels within the health care industry. You are then going to need to look forward ten years and estimate where health care will be economically and what types of health care are going to be needed regionally in Florida. Skillful and smooth transitions are what the gov hopes you can achieve with this study.
The project should address the following issues:
1. Economic and population diversity
2. How will significantly younger and culturally diverse populations impact the state healthcare system in certain regions of the state?
3. As the population of Florida grays, how will the level and type of patient services change? Do you see more outpatient care, more skilled nursing home care, increased hospitalization time, or other services meeting the medical needs of the medical population? Keep in mind Florida is a very large state with many rural areas that are going to need healthcare just like the urban areas.
4. As changes occur in health care spending how will you positively leverage the graying of Florida to increase the efficiency of your health care organization? Do lobbyists and political appointees need to be selected to lobby for changes in legislation?
5. Do financial incentives and management incentives have a place in the public management of the healthcare system? Should top managers get an incentive?
6. As the economy of Fl changes how will what is produce change and with these changes how will revenues change? For examples if you find Florida changing from a rural state to an urban state how does this change revenue streams such as taxes for healthcare?
7. What changes do you anticipate in Medicaid, Medicare, private insurance funding, and charity care? How will these changes impact the state of Fl? What new legislation would you recommend?
Give the governor a thorough assessment of where the state currently is with each of the targeted healthcare issues using secondary research methods. This analysis should be done regionally because Fl is such a diverse state. Through the use of secondary research methods, develop a picture of where you feel the state will need to be with each health care issue in 10 years. Again, this analysis should be done regionally within the state to meet everyone''s needs. Now that you know where you are currently and where you estimate you will be in ten years, you need toe establish broad policies you want the governor and the legislation to pursue so the needs of the citizens are met both now and in the future. You ill need to address regional differences within the state as well as changes in the economy, the state tax revenues, demographics, changes in the health needs and how will the state fund all of these changes. Remember that you need to project how these changes will take place over the next ten years.
