In 1943, The Internal Revenue Service wanted to make employer-based care to be tax-free. By 1953, about 57% of the people had hospital insurance. A subsequent law in 1954 provided more attractive tax advantages. This was how Blue Cross evolved into the modern healthcare system. By the 60s, people understood that those with good jobs could get health care through those jobs in comparison with those who depended on the government (Nile).The third significant development was the signing of Medicare and Medicaid programs into law by President Lyndon Johnson in 1965 (Nile, 2006). In the next two decades, President Richard Nixon signed the Health Maintenance Organization Act, which was the progenitor of managed care. Medicare proposed to pay for hospice or end-of-life expenses. Diagnosis-related groups and prospective payment guidelines were introduced to constrain reimbursements in 1982. In 1985, the Consolidated Omnibus Budget Reconciliation Act was passed to oblige employers to offer partly subsidized health coverage to terminated employees. The fourth significant development was the Family Medical Leave Act of 1993, which allowed up to 12 weeks of unpaid leave to employees for family illness. The Health Insurance Portability and Accountability Act was enacted in 1996. It made the carrying of health insurance easier when moving to another employment. This likewise enhanced confidentiality of patient information. The Balanced Budget Act of 1997 was enacted to control Medicare spending and set up the State-based Children's Insurance Program.
