CDHS Colorado Division of Child Welfare

The Colorado division of child welfare is a county administered system, which is supervised by the state. It is directed towards protecting the children from neglect and abuse and to help the families and the parents in taking good care of their children. This program represents the efforts of the government of Colorado to help the children who are placed out of their houses or those who are at a risk of being placed out of their houses. Assessment of the Task Environment

Cash Revenues:

The cash revenue for the Colorado division of child welfare is contributed through state and county funds. The state funds account for 80% of the total cash revenues of the Colorado division of child welfare; whereas, the county funds account for the remaining 20% of the cash revenues. The federal funds include, Medicaid, Title V Maternal, Child Health Services grant awards, state funds, and general funds. The county funds are usually generated through property taxes mill levies. As these vary greatly with various market forces, therefore, economic downturns lead towards a reduction in the fund base of the Colorado division of child welfare. Management and Administration

The mission of the Colorado division of child welfare is not supported by an appropriate number of resources, therefore, a complexity and tension prevails among the management and administration of the Colorado division of child welfare. This complex administration is converted even into a more complicated one due to the emergency factor, which as an important part of the nature of Child Protective Services. As the managers have to work in a complicated system, therefore, they employ reactive and crisis oriented management style. By using crisis management approach, the managers assign and organize resources in a manner that makes it possible for them to cater immediate needs, that is child safety. As the system does not have sufficient capacity, therefore, the crisis management approach is not able to efficiently and effectively address the systematic issues. These issues include, family functioning, prevention services, socioeconomic factors, which might play an important role in protecting the children and reducing the pressure of the Colorado division of child welfare. Programs and Services

The program and services that are directed towards protecting the children in the state of Colorado include, Child Protection and Support, which is further divided into safety needs and risk assessments family services plans; Permanency Programs, which further consist of core services (including therapies and other services that are being provided to the members of the family) adoption, foster parent recruitment and retention and adolescent programs; Out-of-Home Services, which consist of a set of activities including, kinship and foster care homes, developmental disabilities and child habilitation, therapeutic residential care, psychiatric residential care. The service or program recommended or used for a client depends on the condition and the requirements of the client. The officials of the Colorado division of child welfare closely scrutinize the client, his condition, the environment to which the client belongs and other important factors related to him in order to recommend a program to him. Personnel Policies, Procedures, and Practices

When the staff is hired, each of the employees is provided with a handbook that consists of the rules and policies that they have to follow. The handbook generally consists of the policies regarding the Children's Records, which elaborate how the children records shall be maintained; Staff Records; these policies guide the administrative officials regarding the maintenance of staff records,; Administrative Records and Reports, which carry guidelines regarding the reports and records that are to be submitted to the office by the administration; Confidentiality and Retention; this policy indicates that the confidentially of the staff members shall be secured and the customer records and data shall also be kept confidential. In addition to that, it also states that the employee and the customer record shall be made available to the authorized officials on their request. (City and County of Denver, 2013)

The Personnel Policies, Orientation, and Staff Development policies state that the responsibilities and obligations of each of the employees shall be presented to them in writing. In addition to that, The Personnel Policies, Orientation, and Staff Development policies also state that the employees, at the time of their recruitment, shall be made aware of their responsibilities and they must also work under the guidance of their respective supervisors. The staff is required to complete a training in universal precautions. This training is required to be of one and a half hour and it is mandatory for the staff to complete it within three months of their employment. (City and County of Denver, 2013)

Budgeting

The Colorado division of child welfare prepares its budgets annually and then plans its activities according to the budget.
