Background

In this study, it will be presented that public policies are the public actions that may be taken by policy makers at the federal, state and local levels. Furthermore, these actions involve budgetary changes, legislative changes, regulatory changes, and legal actions, which indicate that public policy work involves the process of public discourse. This, of course, requires different skills and knowledge. Nurses need to have a clear understanding of the current policies and how the health care system operates before they can advocate for public policy. They also need to understand the financial incentives that influence health organizations (Prospective Students -Doctoral Program in Nursing with Health Policy Specialty). With the Evolve Apply case studies, it can help determine how well nurses understand the health care system, which includes public policy.

Chapter Two Method

2.1 Research Design

Classical test measurement and critical thinking will serve as the theoretical framework for this study. These concepts are relevant in the study of the predictive accuracy of the E2 and NCLEX-RN exams. National accrediting bodies have adopted critical thinking as a component of the standards for entry-level registered nurse competency (AACN, 2007 & National League of Nursing Accrediting Commission, 2005). An ex-post facto research design will be employed using a convenience non-probability sample.

The supervision of students may be shared with other clinicians serving as clinical preceptors. Programs will use a mix of clinicians to provide direct clinical teaching to students appropriate to the range of clinical experiences required to meet the program objectives. This mix of preceptors may enhance the interdisciplinary experience for the student. Over the course of the program the student must have a majority of clinical experiences with preceptors from the same specialty such as pediatrics, adult primary care, etc. In addition, over the course of the program the student must have clinical experiences with an APN preceptor (National Task Force on Quality Nurse Practitioner Education 2001-2002).

During this study, it will be provided that nursing can include two basic levels of nursing education and responsibilities, a Licensed Practical Nurse or a Registered Nurse in order to understand the importance of the Evolve Apply case studies because nurses have to hold a great deal in knowledge. From there, it will be mentioned that in brief the clinical difference is minimal, but RNs take on a leadership role and are required as supervisors in most settings. Nursing responsibilities are self-evident as they are the main providers of bedside care for all patients, no matter the area of need. Average starting salary for an LPN ins $30,763 and an $RN 44,304. Education for an LPN is between 1-2 years and an RN can be 2 years but usually requires a full bachelors degree. Specialization for RNs requires advanced practice training and certification. Both require the completion of education, successful completion of the NCLEX, expanded for RNS to include community and leadership and licensing by state. There is a great deal of advancement opportunity for the field, advancement form the LPN status to RN status as well as many specialized advanced practice positions that are in high demand as a result of the need to provide more cost effective care and to support a declining physician population. Some basic advantages of nursing is that is very rewarding, and fulfilling because people need help, which nurses can provide that care feel about themselves. Another great advantage is the income is very comfortable to live off of and support a family on. Overall, this field is extremely beneficial to everyone involved.

Of course, the disadvantage of this field is a nurse shortage is at risk more often than usual. With these shortages, there are long hours and limited benefits for those who are nurses working through these hard times. Through these hard times, the National League of Nursing can help nurses find support.

Founded in 1893 as the American Society of Superintendents of Training Schools for Nurses, the National League for Nursing was the first nursing organization in the United States. Today the NLN is a renewed and relevant professional association for the twenty-first century. 2.2 Setting

The critical thinking theory as described by Paul (2003), established the relevance of critical thinking in general education, but also has addressed the concept as it applies to the nursing discipline. Though not established as a conceptual framework, the HESI Predictability Model (HPM) construction by Morrison and Free (2001), assumes the construction of the Elsevier exams combines the theories of classical test measurement and critical thinking, which leads to the construction of critical thinking test items.

When discussing critical thinking, it must be presented in the study that within decision making, ethics play a role in the outcome because all factors have to be weighted in order to make an effective decision. It is important that nurses use critical thinking in their field. Ethics also take part in critical thinking so that all angles can be examined thoroughly and correctly. With that, in order to make effective decisions, one must put critical thinking and ethics into them.

Making good ethical decisions requires a trained sensitivity to ethical issues and a practiced method for exploring the ethical aspects of a decision and weighing the considerations that should impact our choice of a course of action. Having a method for ethical decision making is absolutely essential. When practiced regularly, the method becomes so familiar that we work through it automatically without consulting the specific steps" (a Framework for Thinking Ethically).

From there, it is apparent that the following steps need to be taken to achieve effective decision making (a Framework for Thinking Ethically).

Recognize an Ethical Issue

1. Is there something wrong personally, interpersonally, or socially? Could the conflict, the situation, or the decision be damaging to people or to the community (a Framework for Thinking Ethically)?

2. Does the issue go beyond legal or institutional concerns? What does it do to people, who have dignity, rights, and hopes for a better life together (a Framework for Thinking Ethically)?
