ConclusionIt is clear that there is a high HIV and Hepatitis B, C prevalence among injection drug users in Canada and elsewhere around the globe. Several key recommendations have helped improve access to cleaner and safer injection equipments including the provision of prepackaged kits and improving access to injection equipments. For provincial governments, the obstacles to engaging in NEP appear in the form of ethical and moral concerns, socio-economic and legal conflicts, Federal policy and financial support. Amongst the measures, the provisional government can take certain social and proactive preventive measures on its own. However, in measures that need funding from the federal government, it should be ready to provide documentary evidence to substantiate its claims.
