Some of these programs include those that ends in a doctoral degree and one in which a student could be eligible for license as a registered nurse, or programs that lead to a baccalaureate degree in nursing from an institution eligible for accreditation. On the contrary, consensus model for APRN Regulation only acknowledges advance nursing programs at the graduate or post graduate level (APRN Joint Dialogue Group, 2008). The consensus model sets their standards and process that include evaluation of educational nursing programs that are consistent with APRN core (p. 15). In the same line the model provides for educational nursing programs that are in line with the set educational standards and ensures that students attain APRN core as well as targeted core competencies. Moreover these nursing programs are acknowledged by a United States Department of Education, a recognized organization or Council for Higher Education Accreditation. This model also guarantees that students graduating from such programs are qualified for the national certification and state licensure. Nonetheless, these programs also guarantee that the graduating students have official papers denoting their role and population focus. According to the APRN Joint Dialogue Group (2008), all the educational programs are subjected to a pre-conditions including pre-accreditation prior to the admission of students. This process is to ensure that the students from these institutions are able to qualify for national certification in the role and population-focus as well as licensure. It also guarantees that such educational programs are at par with the required standards before the students are admitted into them.

Prescriptive Authority

According to New Jersey Board of Nursing (2012 ), an advanced practice nurse is allowed to prescribe or order medications and other medical devices. The board allows the nurse is to do this as stipulated by the provisions of the law. The laid down protocols for the prescription of medications and devices are collaboratively developed by the nurse and the collaborating doctor as outlined by the standards of New Jersey Administrative Code. On the same line, the consensus model for APRN points out the characteristics of the advanced practice registered nurse (APRN) as

"addressing responsibility and accountability for the promotion of health as well as the assessment, diagnosis, and management of patient challenges, that also includes the use and prescription of pharmacologic and non-pharmacologic interventions" (APRN Joint Dialogue Group, 2008).

Specialties

The consensus model for APRN makes specialty in an area of practice optional. It however emphasizes that it must be grounded on the APRN role. This area of practice focuses on specific issues than does the advance practice registered nursing role and the population focus level. Moreover, this practice is most likely to specialize on certain patient populations outside healthcare needs such as palliative care, substance abuse, or nephrology. Despite the fact that APRN specialty definition is based on the ANA (2004) Criteria for Recognition as a Nursing Specialty, the education and practice are pined on the APRN role and population focus for example, an Adult-Gerontology CNS is most likely to specialize in palliative care . On the other hand, New Jersey board of nursing less likely to regulate the APRN at the level of specialties in the consensus APRN Regulatory Model. Therefore, it is recommended that there be a professional certification set up in the specialty area.
