The cost control strategic factor that hinders protection of coastlines includes lack of extensive regulations forwarded to private sector developers. The other one is that there is different governance levels across the world aimed at managing separate coastline areas. In perspective, the responsibilities involved in coastline management include nautical miles limitations for local, Territory and State government administration (Dean (b) 3). Federal governments have the responsibility of managing waters to about 200 nm. The power division complicates matters as environmental implications of the activities undertaken within coastal zones lack a follow-up on the jurisdictional division. The dynamic equilibrium for coastal zones refers to areas of natural change leading to increased human use. The occupation levels are less than 15% Earth's land surface while accommodating close to 40% of the world population. The estimates are 3.1 billion people living within the first 200 kilometers from coastlines.

In my opinion, shore protection involves interposing of static structures for the sea and land while preventing erosion and flooding through its long history. The periods have new technical and friendlier policies used in developing a preservation of the environment in times that it is possible. The important elements are extensive for the low-lying areas requiring protection. For example, the Netherlands, Japan's Nagara River, New Orleans, Venice, and Caspian Sea are involved in delivering on the measures. Protection from the sea level increase within the century is an important concept in current acceleration of itemized elements. The elements pose critical challenges to coastal management as breakwaters and seawalls have a trend of expensive construct (Dean (b) 1). The costs, of building protection within the events of sea-level increase, are enormous. The changes of the sea level develop direct response due to the coastal systems and beaches while seeing the succession of lowered sea levels. When sea levels rise, the coastal sediments form a part of the pushup for tide wave energy while the processes affect components of sediment transport. The implication includes existence of dynamic models facilitating continuous sediment displacement resulting in coastline modification.
