In a HMO, the patient pays for a fixed insurance fee every month, not reflecting the type of service he or she refers. When the patient requires a medical service, he addresses the primary medical point of contact and is referred to one of the healthcare facilities that are part of the HMO network.The PPO involves payment for services as they occur: the medical staff and the hospital submit the invoice and the insurance company pays for the particular treatment or service that was given. The POS combines the HMO and the PPO: it offers HMO services within the network, but also the PPO flexibility of choosing a healthcare facility outside the network and paying according to the PPO approach.
4. The problems with corporate fraud are at least two: lax external regulations and lax corporate governance. Perhaps both are best exemplified with one of the largest bankruptcies in U.S. history, that of Enron. One of the main problems with Enron was that it used shady accounting practices in order to report higher earnings and increase artificially its stock price. Its entire corporate culture was based on this strategy. This was, however, also possible because U.S. regulations were flexible on what accounting method to use. Mark-to-market accounting was accepted as a good practice and no external bodies were monitoring the activity of companies such as Enron. Lax corporate governance also meant that the company could work with auditors Arthur Andersen to create false reports. It also meant that corporate leadership often condoned these practices without being fully aware of what they meant.
