A report by the Government Accountability Office (GAO), in 2005, revealed that over 75% of agency preparedness grants were turned towards local and state terrorism preparedness in 2006. Therefore, National Emergency Management Association's (NEMA) leaders warned Secretary Chertoff days prior to Katrina's onset that the amount of emphasis given to preparation and response against terrorist attacks in future was endangering the lives of individuals afflicted by natural disaster. This warning proved to be real. According to GAO, nearly 3 out of 4 dollars of grants appropriated to DHS in 2005, for the benefit of first responders, were actually routed to three key programs with the main focus on terrorism (Herron & Smith, 2011). Furthermore, in the Emergency Management Performance Grant initiative of DHS, more than $2 billion in grants could be availed of by local authorities seeking to improve response to attacks by terrorists, while only 180 million dollars were available for financing natural disasters (Herron & Smith, 2011).

Conclusion

The newly instituted DHS's undeveloped organizational structure and its prime focus on terror attacks are to be held partially responsible for the ineffective response to Katrina. This under-development of organizational structure led to formation of added administrative levels in the command chain. The organization's newness and absence of experienced professionals in management of emergencies by the DHS Director and sub-agency heads, resulted in a succession of decisions, which hindered and, quite often, mismanaged disaster response.
