Governments can begin to create a third-party rating system as it relates to impact investing. When society has a mechanism that allows everyone to understand what is being measured, meaningful comparisons can be made (Baird, 2013). This information can then be used to help the poorest individuals in the nation in a timely manner. Second governments and private partners must have a mechanism in place to help track progress and illicit feedback. One such tool is the balanced scorecard. There is significant evidence that suggests that the Balanced Scorecard approach is amenable to most organizations. The balanced scorecard tries to improve internal and external communications and monitors organizational performance against strategic goals. The balanced scorecard is a management system that allows companies to simplify their vision and strategy and translate them into action. It provides feedback on both internal and external business processes. A survey of IMA members in management positions indicates that 88% of regular users of the balanced scorecard believe it has led to improved operating performance. Conversely, a KPMG management consultant survey stated that over 70% of companies implementing the balance scorecard saw an increase in working productivity (Robert, 2001).Through an increase in operational performance, lower income families are in a better position to be reached. Promotion of these pooled investment and their overall return characteristics can aid in enhancing the prevalence of impact investing.

Incentives can enhance private and public partnerships. Currently, the Community Development Finance Institution (CDFI) Fund has a program in place that gathers $20 of private money for every $1 of government funds. By scaling these solutions, more of the world's poor can receive funding. The overall Removal of regulatory barriers to unlock private impact investment will also aid public and private partnerships. They are struggling with how to communicate to the public how impact investors work with social enterprises to define and measure the social impact of investments. They have invited your Fund (and you) onto the Council at this stage because of the well-known, innovative and groundbreaking work that you and your investment team have done on redefining what fully integrated (blended value) social impact metrics should look like. In addition to A) explaining your Fund’s thesis and track record, the Council has asked you to B) outline some very practical ways that the Council can educate mainstream investors about using social impact metrics to drive investment decision-making, and C) make several concrete suggestions for how governments and foundations can work together with the private sector to promote effective public-private partnerships and expand impact investing to reach the poorest of the poor.

To answer (B), you want to think about the set of economic and political arrangements that exist between different stakeholders and different investment instruments. Which social impact metrics and financial instruments would make the most dramatic, systemic shift in how governments and business think about their impacts on the lives of the poorest?

To answer (C), you may refer to new investment instruments like SIB and DIBS, but you also may want to suggest a focus on traditional investment vehicles (private equity and institutional investments: pension funds, endowments).The goal is to reach the poorest as quickly as possible, and you are suggesting the best ways to achieve that goal.
