4). On the technological level, the rapid changes and advances in recent technology have necessitated quick action if today's problems are going to be addressed effectively. The greatest threat to the long-term mitigation of the climate change problem, according to Ostrom, is therefore the basic lack of consensus on the international level and inaction on the local level. Soon, the effects of this inaction are likely to be critical, especially in the long-term, where the effects of climate change are projected to become disastrous.On the technical level Kuylenstierna and Hicks (2008) suggest that there has been a basic lack of integration when viewing the various aspect of the climate change problem. According to the authors, there is a basic lack of recognition that the global climate change is highly integrated with carbon dioxide and other greenhouse gases. These have been released into the atmosphere over the past 150 years. The authors also note a recent revelation that an average of 40% GHG warming is masked by aerosols and aerosol-cloud interactions in reflecting sunlight. This could affect the accuracy of reports by the Intergovernmental Panel on Climate Change, which in turn demonstrates the dangers inherent in a lack of integrated efforts by government agencies and scientists on the local scale and governments on the international scale. While the potentially cooling effect of some aerosols has confused the issue, the authors suggest that an integrated approach to the various factors as well as to the agencies and entities working on these problems will eventually create more win-win than win-lose situations.

Climate change is a serious concern to the survival of the human race, both in the short and the long-term. It is only be integrated and concerted effort that the human race can ensure a future for themselves and the world that is their home. The basic recognition of the factors that contribute to the problem must be considered in an integrated way.
