Although today Romney shies away from discussing that healthcare legislation -- he wants to appeal to the Tea Party and to conservatives by opposing Obama's plan, which is nearly identical to the one he got passed in Massachusetts -- the fact is the Massachusetts health plan -- passed by a Republican governor in cooperation with a Democratic state legislature -- is still in place in that state and it is very effective, according to objective news reports.Gruber (National Tax Journal) reports that in fact there has been "…a dramatic expansion of health insurance coverage" in Massachusetts. One survey shows that there had been a "60% decline in the uninsured since 2006"; but in contrast, during that time the national population that was uninsured rose by 6% (Gruber, 898). Another survey (this one by Massachusetts' Division of Health Care Finance and Policy) showed a decline of 70% in the uninsured in Massachusetts (Gruber, 898).
Avik Roy writes in Forbes that the idea of mandating that everyone have health insurance was promoted in 1989 by Stuart Butler of the conservative Heritage Foundation. Butler's plan was called, "Assuring Affordable Health Care for All Americans" and it justified the idea of everyone being required to have health insurance based on the fact that laws require people to wear seatbelts and require "…anybody driving a car to have liability insurance" (Roy, 2012).
Noting that people are required to have auto insurance, Butler pointed to the irony that "…neither the federal government nor any state requires all households to protect themselves from the potentially catastrophic costs of a serious accident or illness" (R

On the other hand, when a man is "struck down by a heart attack in the street, Americans will care for him whether or not he has insurance," Butler wrote in 1989 (Roy, p. 3). If it turns out the heart attack victim had spent money foolishly on, say, gambling in Las Vegas -- instead of health insurance -- taxpayers are justified in being upset at such squandering of resources but nevertheless taxpayers will ultimately pick up the tab for his hospitalization (Roy, p. 3).
In conclusion, the component of the Affordable Care Act that has the most potentially positive outcome is the expansion of insurance to millions more than are currently now insured. This paper has presented the several aspects of the ACA that point to a growing number of people potentially becoming insured through the legislation. This paper also covered the origins of the idea for an individual mandate to require all adult citizens to be insured, which, while controversial in some quarters -- apparently including the Supreme Court -- that mandate is the key to assuring that the maximum number of Americans do have insurance.
