Current Trends in the Kansas Adoption Procedures

After the law suit by American Civil Liberties Union (ACLU) against the Kansas government asserting that their child welfare and adoption systems provide inadequate facilities to the children, the Kansas government started privatizing the system. This privatization has helped the Kansas government save valuable costs. As James Bell Associates (2001) write, "Under the original contract, costs were on the average 65% above the set price. Accordingly, in July 2001, four years after the initiation of privatization, contracts were changed to provide a fixed price per month of $1,958 to $2,200, depending on the region (James Bell Associates 2001)

Furthermore, the Legislative Division of Post Audit, State of Kansas (2001) provides similar positive results. They assert, "Some positive outcomes are clearly evident. Adoptions increased from 352 in the year before privatization to 546 in the year after, or by 55%. Further, in the year before privatization, 43% of the children were placed within one year, and the comparable post-privatization figures ranged between 51 and 68%. During the four years of privatization only 2% of all children were returned to state custody compared with 12% for the nation as a whole. Administrative costs of foster care declined from 18% of the budget to 8% after privatization. Average cost per day of foster care generally declined after privatization

Conclusion

This paper explored and evaluated Kansas Statutes related to adoption so that a comprehensive understanding about the legal procedures and the application of rules and regulations can be exhibited. It is about time that the policy makers have realized that neither can the state government serve the adoption clients nor can the certified agents of the adoption agency hope to provide superior services to their clients, unless they institute separate principles for service to each stakeholder of the adoption "process" -- the parents who gave birth; the parents who are willing to adopt; and the child/adult being adopted. They have come to the realization that "one size fits all" method to the principals and standards of adoption have not been successful. The uproar that had generated a nationwide debate about what comprises high-quality adoption customs has produced effective results as the State is moving towards privatization of its childcare institutions.
