This plan was adopted to promote health insurance coverage for many individuals within the region because a larger network provides a participant base that enables them to effectively absorb losses. This in turn contributes to sustainability of the health insurance systems even without subsidies in some cases.North Carolina's community program is akin to the collaborative problem solving at the community level under the Oregon Health Plan. This initiative is part of several community collaborations, coalitions, and partnerships for health care access that are slowly emerging throughout the country ("Improving Healthcare Access," 2004). Similar to the FirstPlan initiative in North Carolina, Oregon Health Plan seeks to tackle healthcare access problems more broadly. These initiatives focus on dealing with the issue of healthcare access through developing ways to acquire insurance coverage for community residents and obtaining provider networks and delivery systems that provide necessary primary and preventive care for everyone. The community initiatives also focus on developing new clinics with strong partner agencies and community investments as well as supporting payment incentives to promote the health and wellness of community residents. However, other community initiatives have focused on addressing specific health topics or issues like HIV / AIDS care.
Access to healthcare has become a major issue that needs to be addressed in today's health sector. The current community initiatives adopted by health care organizations across several states act as pilot programs for solving the problem.
